We had an abend in production and it required to analyze a file to be restored. We had to request to the storage team to restore it for you. Why could not we do the restore it ourselves? I mean why such rights give only to them and why could not we as programmers get it? Your reply is highly appreciated.

One of the more common backup methods is ADRDSSU (DF/DSS). This facility is quite complex and has a LOT of options, depending upon whether you're restoring into SMS or non-SMS, restoring a logical or physical backup, renaming a data set, how to handle enqueues, and so forth. It may require administrative approval to be able to even do the restore. The odds of an application programmer being able to successfully restore without causing system problems is pretty low. The storage team has the expertise in the backup / restore process, so let them do it for you.
