The question was how does IGYCRCTL get called and where it is installed?
My answer was that it is defined at system level and called from system libraries. Is this correct, to this interviewer did not answer anything.

IGYCRCTL is the COBOL compiler program name. It is called through the system compile procedure. It is not, technically, a system product nor is it installed in the system libraries. IBM refers to it as a program product and program products are installed into their own libraries.
