I am trying to dynamically allocate the dataset using the utility RXTDAIR bt not getting a way out. Can someone please guide on this.

RXTDAIR is NOT part of the standard IBM zOS delivered software ( even pretty rare I would say )

The IBM-supplied way to dynamically allocate a data set is via BPXWDYN. You might try using it.
